Ok, couldn´t see anywhere that you was on using a Mac, just tested with 8.63 under 10.10.5 and all worked as it should, I might be using a more updated version than you though and as noted elseplace the latest Avid version needs updated filters.

Works excellent here on Win10. I would recommend to check the usual stuff as a new user and to clean up the application settings.

First it seems like you have a system or user setting error, alt drag should link and dragging files with no alt should import so I would start with the usual troubleshooting stuff as trashing all but the defaults settings and starting up as a new user. Second, now that you are on 8.63 with the source browser that browser should bring spanned files

When you want to use something from another project, be it media , effects or titles or whatever, the command " open bin " will do that for you
