Blur and Paint are what Avid calls intraframe effects - they don't have editable keyframe curves in the same way as other effects. Add - you can use an acceleration curve to affect motion of all keyframes from linear to s-curve, I believe, but there is no 'hold' for an intraframe effect to the best of my knowledge.

When you say the gain doesn't work - you mean that it doesn't add keyframes to the audio? I've never used this before and what I'm seeing is that the gain changes for the entire clip touched by the In/Out range...
