You don't have to drop the clip to a sequence before you can create a sub clip. You can just load it in the source monitor, add in and out and then drag the icon on the source monitor to your bin.

I have encountered this before, and as a workaround, i just create a subclip of the parts i think is not corrupted and then transcode that instead.
