Had this several times in several places on the latest version Avid - you launch effect workspace and the effect editor is greyed out - you click on the timeline effect you want to edit, highlighting it, and select that workspace again ( I map edit/audio/ccr/effects to F9 through F12) and and it remaions greyed out. So then you go to your tools menu and launch effect editor and it works. Its so tedious.
And ohh my god my bins are a mess with unpredictable foreground background priority (esp when going 'find bin' all the b time - still not feeling the love for this version at all.

This is not normal behaviour. Did you rebuild your user settings when moving from 2018? super important when moving to 2019+
