It says this in the installation guide, but just found it out the hard way. The WS was installed and seemed to be working fine, but after a few hours' work would just stop responding. Actually looking at the logs you can see that it wasn't really working - most calls to GetFileDetails were failing.

Installing the framework solved the problem. I'm not sure which components are required - probably just the core components.
