which is the best PC MONITER for video editing  is it an LCD or LED ?

An LED is supposed to be better in general. Instead of having a light shining behind a black LCD making it more of a dark gray than black, an LED's black is no light at all. Or at least, that's what I've read.

I'm looking for a 1200 - 1600$ reference 24" monitor (hdmi or sdi is good).

Any suggestion?

Not sure of any 24" reference monitor with SDI at that price. But a calibrated Dell Ultrasharp, U2413H for example, is an excellent monitor.

HP's Dreamcolor is a true 10 bit panel but it is about $2200.
