I never saw this before, but...
Do you have unsupported NVIDIA options enabled? In the top right corner of any of your Windows or dialog, do you see NVIDIA options along with the Windows Minimize, Maximize and Close options? If yes, these are the unsupported options, and they must be disabled.

Just DS. Until you restart it you can make the stutter as long as you like - every time you right-click it adds another one, ad infinitum.

I've seen this too occationally. 10.1.3 still... doesn't seem to do much harm, and as Tony says a simple DS quit/start will clear it, to the next occation...
