I would Like to know if there is a software that can analyze My mxf export before i send it to Tv Channel.

In example an app that could find accidental overexposure or undereposure in My video export.

Avid's Safe Color Limiter is still the best tool regarding video levels I know. Very many of us still use MC only for legalizing the export from other NLEs. I do that since 15 years or so and never had any issues or complaints.

For all content created (especially TV) the content neds to be graded to compensate for variations in camera exposure.

Shots that vary in level across cuts distract the viewer and spoil the viewing experience. 

So Programmes are graded as part of the finishing process. This involves matching shots and balancing colours and levels. This is done by eye and using waveform monitors (either internal or external)

Finally as already said an Avid safe color limiter (correctly setup) can be applied to ensure no levels are too high but it doesn't balance shots.

The final output for UK TV delivery also has to be AQC )automatic quality control) tested and videchecker does that this can warn of levels that are too high but again can't warn of levels too low. That would be spotted during the final eyeball QC.

I already apply color correction manually clip by clip. I see that automatic safe limiter sometimes makes highligjts and shadows worse. I was looking for an analisys software because last time i sent a job it happened that in a 10 seconds clip that i corrected there were 2 seconds of underexposure i did not see. I usually do not scroll the entire clip. So after the export with a software i can could check My job.

For Broadcast somebody (the QC operator) should watch the whole programme.

I tend to skim clips I'm correcting but I will always have at least one pass where I see the whole content in real time.

Don't forget to use your scopes (external!) - in correctly calibrated scopes I've always trusted w/out issue.
