You are correct smrpix... switching to both fields does display the issue. Is there a way to export in frame only mode? That might be a workaround.
I have come up with a workaround... albeit not elegant. Since Avid plays this back cleanly I am playing back full screen hot out of the Avid on my iMac and screen recording it. Good lord what a mess! I don't miss tape ya'll!

Depending on how "handy" you are, I would suggest opening up the deck (powered off, plug pulled) and take each card out, scrub the connectors and replace. Old decks will get corrosion at those points which can cause issue somewhat like this. Could be a fix. Might not. But worth the time in my book.

If you discard half of the fields, you are discarding half of the vertical resolution of the video. Doesn't sound like a great solution. The fact that you aren't seeing the issues in MC is because you're only monitoring the first field. If you use the field step buttons, you can step through the footage at field level. For Full Screen Display, you could also tick the box "display both fields" in the FSD settings.
If you don't care about the vertical resolution, you could simply place the footage in a sequence, add a timewarp or motion effect at 100% speed while selecting Duplicated Field as the effects type. A subsequent export will then have each second field replaced by a dupe of the first.
Yup I'd agree either a head clog or failed head.
I'd try a manual head clean first (after a visual inspection)
Ideally you need a CRT monitor on the deck output for confidence.
And ideally I'd capture analogue Beta SP via a digibeta deck like a DVWA500. Then capture the SDI out and avoid as much component processing as I could.

The best solution of course is to recapture -- hopefully it's nothing worse than clogged heads.
If you're in a crunch, some of the timewarp options will allow you to output the single field to both. You lose vertical resolution, obviously, but it's less annoying than watching static.
I agree that it's a head issue. Many solid suggestions here! I have three more BETA decks in the storage area, so before I start taking things apart, I think I'll just try each one of them and see if they work better!
These legacy decks need regular maintained especially if stored.
I'd be opening them and cleaning heads and tape paths then testing with a hash tape before I put an important tape in them.
