This program is not supported on VM instances

I am trying to run Avid Media Composer First on my Surface Pro 8:

    - Windows 11 Pro 21H2 (should be supported, per this article)

    - Intel Evo Core i7

    - 32GB RAM

    - 1TB SSD

Avid installs fine, but when I try to launch, I just get a dialog that says "This program is not supported on VM instances."  Of course, I am not running Windows 11 in a VM.

I tried disabling EnableVirtualizationBasedSecurity in the registry and rebooting, per this thread, but it did not help.

    What else can I try?

Does the BIOS for the Surface have any virtualisation options?

I know my motherboard on my home PC does, and I had to enable it in order to use 64bit VMs in VirtualBox.

The BIOS does have the option to enable Intel Virtualization Technology, but it is currently set to disabled.
