I read somewhere that the 2019 Windows version of Avid comes with ProRes codecs already installed. Is that true of the 2018 version too? If not, is it possible to get ProRes codecs installed for the 2018 version? My clients require ProRes codecs, and I'd prefer not going to the 2019 version as I don't like the UI at all.
You need Avid MC 2020.4 or newer to get ProRes write support on Windows.
Unfortunately, the feature is not available in previous versions.

Thanks Dom. So there's no way to get ProRes on older versions of Avid, huh?
We used to have a third party encoder on PC making ProRes but I don't think they are around anymore.
Buy a cheap used Mac and use that.
But at some point you will need to embrace the new Avid UI. It's not going away and you are missing new developments. But at least you are saved the Titler + tears.
