What are your project settings?

How was the file encoded to that format.  It says its DV but as I read the  specs it idoes not read like any standard PAL DV file I have seen.  I would be bothered by the repeated 768 horixontal resolution (PAL Square pixels in SD)  An Avid PAL DV codec  would expect a Data rate of 25 Mbits's per second not 31.10. 

Try importing to a HD project using the Dont resize smaller images.

I have tried multiple settings, currently on 1080 25.

Not sure about the encoding process as I am using very old files. I have tries the Don't resize smaller images without sucess.

If you link or import, settings shouldn't matter. It may not look right but you are not even getting that far. Looks like you are on a Mac. Is that right? Will it open in iMovie? Or are you on Windows?
