This is a total stab in the dark, but what if you duplicate the file and give it a more simple name without all the dashes and then try to bring it in?

can you try to rename it and then remove "-.avi" at the end and try if that works?
i know that you can capture with VLC, maybe this file came from that
you can also install mediainfo to know what exactly this media is.

Oh, that's an MPEG, not going to work with MC
You can try to convert this with handbrake(i hope it works there)
If VLC can open the file, it can also convert it to an Avid friendly format.
